Law History


AB X1 26, which was signed by the Governor of California on June, 29, 2011, added Parts 1.8 and 1.85 to the Community Redevelopment Law. Part 1.8 did the following:
  • Immediately suspended most redevelopment agency activities
  • Prohibited redevelopment agencies from incurring indebtedness or entering into or modifying contracts 
Pursuant to Health and Safety Code Section 34177, successor agencies are required to continue to make payments due for enforceable obligations of the former redevelopment agencies.

Recognized Obligation Payment Schedules (ROPS)


Pursuant to Health and Safety Code Section 34177, successor agencies are required to prepare semi-annual Recognized Obligation Payment Schedules by March 1st and October 1st each year.  The California Department of Finance (DOF) makes a determination regarding the amount of property tax to be allocated for those obligations.
