NOTICE OF RECRUITMENT AND
NOTICE IS HEREBY GIVEN that the City is currently conducting a recruitment to fill a number of vacancies on the various committees and one commission. These are volunteer, non-paying positions, with differing terms of office.Planning CommissionThe seven member Planning Commission makes decisions on specific private land use planning applications such as subdivision maps, variances, and conditional use permits; reviews environmental assessments, such as Environmental Impact Reports and Negative Declarations; makes decisions on view restoration permits; considers appeals of staff decisions on land use planning applications, and considers wireless telecommunication permit applications in the public right-of-way. The Planning Commission holds evening meetings at 7:00 p.m. on the 2nd and 4th Tuesday of each month, unless a special meeting is scheduled. The City is recruiting for one special vacancy for an unexpired term of office ending in December 2019.Finance Advisory CommitteeThe seven member Finance Advisory Committee provides citizen input to the City Council regarding financial matters of the City of Rancho Palos Verdes. The Committee reviews short and long-term financial information of the City and other financial issues as assigned by the City Council. The Committee may advise the City Council on matters such as the City’s financial condition and recommends specific areas for review to the City Council. The work plan for the Finance Advisory Committee for 2016-17 includes a review of the 2017 Five-Year Financial Model and a review of Portuguese Bend Landflow project. Upon completing review assignments, the Committee may provide its comments and recommendations to the City Council. The Committee will also receive a presentation of the City’s Comprehensive Annual Financial Report (CAFR) prepared annually, including the annual independent audit report. The Committee meets on an as-needed basis, as determined by the annual work plan. The City is recruiting for three vacancies with terms of office ending in February 2023.Traffic Safety CommitteeThe five member Traffic Safety Committee serves as a public forum for traffic related issues including placement of traffic control devices, consideration of traffic calming solutions, safety-related tools and posted speed limits. The 2016-2017 work plan for the Traffic Safety Committee includes providing civic engagement opportunities to discuss school safety matters, safe school routes, crossing guards and crosswalks. The Committee will also provide comments and recommendations to the City Council regarding the Circulation Element of the General Plan Update, permit parking in coastal zones and roadway safety relating to multi-modal use of the public rights-of-way. The Traffic Safety Committee generally meets on the 4th Monday, every-other month at 7:00 p.m. in the Community Room at City Hall. The City is recruiting for two vacancies with terms of office ending in February 2023.Emergency Preparedness CommitteeThe Emergency Preparedness Committee is charged with making recommendations to the City Council to help ensure that the City of Rancho Palos Verdes develops and maintains a high state of readiness to respond to emergencies and disasters. Committee members advise the City Council on ways to develop and improve programs to communicate with and educate residents about the importance of emergency preparedness. Committee members are called upon to participate in community outreach events to encourage residents to become prepared and to participate in local volunteer disaster response organizations. Committee members are also encouraged to become trained and registered as Disaster Service Workers, and/or receive other disaster-related training and certifications. The Committee generally meets on a monthly basis, typically the 3rd Thursday of the month, at 7:00 P.M. in the Community Room at City Hall, with authorization for staff to cancel unnecessary monthly meetings after conferring with the Chair. The City is recruiting for three vacancies with terms of office ending in January 2023.Infrastructure Management Advisory CommitteeThe Infrastructure Management Advisory Committee (IMAC) focuses on the City’s infrastructure needs, advises the City Council on capital improvement projects, maintenance issues and solutions, and participates in the creation of the City’s first-ever Infrastructure Management Plan. The topics the IMAC explores include the following: public buildings; park sites; trails; the stormwater system; the sanitary sewer system, including the Abalone Cove Sewer District; street rights-of-way and traffic control devices; and the Palos Verdes Drive South/Portuguese Bend landslide. The IMAC generally meets on a monthly basis, typically on the 3rd Monday of the month. The IMAC prepares an annual work plan that includes reviewing each infrastructure category and reporting to the City Council and the community on the progress of projects, maintenance standards and performance, and the implementation of the Infrastructure Management Plan. The City is recruiting for four vacancies with terms of office ending in October 2022 and one special vacancy with an unexpired term office ending in December of 2020.How to apply:Those interested in applying must submit an application to the City Clerk’s Office by 4:30 p.m. on Friday, December 21, 2018.
