Notice of Construction Commencement On Park Improvements
Pursuant to the Land and Water Conservation Fund (LWCF) grant awarded to the City in 2011, construction on the park improvements is scheduled to commence on Monday, April 28, 2014 or soon thereafter. Construction is anticipated to take approximately three months (ending in July 2014). During this construction period, the park and parking lot will remain open during regular park hours, however, visitors may experience minor inconveniences around the construction zone (located between the parking lot and the bluff top). The western portion of the existing gravel parking lot will be closed to accommodate the construction staging area.
The project plan will significantly improve public access and the educational experience at the park and represents a design that has been vetted by the Focus Group, City Council and members of public. The Project Plan proposes to:
- Construct an exploration play area
- Construct an outdoor classroom with shade structure
- Improve picnic areas
- Improve trailheads and trails (including ADA-compliant trails)
- Improve viewing areas
- Install an ADA-compliant binocular along the bluff top trail
- Install interpretive signs
- Install mutt mitt dispensers
- Install new native plants and irrigation lines (water conservation design)
- Install park benches
- Replace picnic tables and benches
- Replace trash receptacles
Construction progress reports will be provided to list-serve subscribers and posted on this page of the City's website.

February 11, 2014, Coastal Development Permit Public Hearing
Pursuant to Section 17.72 (Coastal Development Permit) of the RPVMC, a public hearing with the City's Hearing Officer on the Coastal Development Permit (CDP) will be held on Tuesday, February 11, 2014 at 3:30 p.m. in the Community Development Department Conference Room at City Hall (30940 Hawthorne Boulevard, Rancho Palos Verdes).

September 3, 2014, City Council Staff Report
On September 3, 2013, the City Council will receive a status update on the design plan for the Abalone Cove Shoreline Park project.
August 12, 2013, Focus Group Meeting
At its August 12 meeting, the Focus Group was presented with 90% complete Design and Development (construction) plans that derived from input received at the June 24 meeting. The main purpose of this meeting was for the Focus Group to affirm the final details, such as furnishings, materials, colors, etc. The final Design and Development plans will be presented to the City Council at its September 3 meeting prior to the City seeking construction bids.
June 24, 2013, Focus Group Meeting
At its June 24 meeting, the Focus Group was presented with preliminary Design and Development (construction) plans that derived from input received at the April 29 meeting. The main purpose of this meeting was for the Focus Group to review and affirm certain project design details such as materials, colors, etc. The Focus Group is tentatively scheduled to meet again on August 12 to review the final Design and Development plans prior to the City seeking construction bids.
April 29, 2013, Focus Group Meeting
At its April 29 meeting, the Focus Group was presented with a refined site plan that derived from input received at the March 25 meeting. The Focus Group was in general support of the site plan and provided further input to the design team who will now begin preparing the construction plans. The Focus Group will likely meet again in mid-June to review the final design and specifications of the park plans prior to the City seeking construction bids.
April 2, 2013, City Council Meeting
The City Council, at its April 2 meeting, will receive a status update on the finalization of the project plan for the LWCF grant awarded site improvements. Attached to the Staff Report are the presentations from the February 25 and March 25 Focus Group meetings.
March 25, 2013, Focus Group Meeting
At its March 25th meeting, the Focus Group was presented with three park design schemes deriving from the conceptual site plan approved by State Parks with the LWCF grant award, as well as input from the February 25th Focus Group meeting. Based on the input received at the March 25th meeting, the Focus Group attending the meeting general supports Scheme No. 1 with specific design modifications, such as relocating a view station node, including a staging area for docent led hikes, and reconfiguring some of the trails to be ADA compliant to name a few. The Focus Group will review an updated site plan at its upcoming April 29th meeting. Additionally, the City Council will receive a status update on this project at its April 2nd meeting.
February 25, 2013 Focus Group Meeting
The LWCF grant awarded to the City on December 7, 2011 by State Parks was based a conceptual plan that accompanied the grant application filed by the City on November 1, 2010. The concept plan that accompanied the grant application was developed with the assistance of a Focus Group made up of community stakeholders. As reported to the City Council on October 19, 2010 and on February 21, 2012, the Focus Group participants were representatives selected from the: City Council, neighbors of Abalone Cove, former Public Use Master Plan (PUMP) Committee, Los Serenos de Point Vicente, PVPLC, Library District, School District, Terranea, and Park Rangers. The conceptual plan that accompanied the grant application was also presented to the City Council at its October 19, 2010 and February 12, 2012 meetings.
Now that the City has received the LWCF grant for this project, the Focus Group has been asked back to put the final touches on the project plans in preparation for the construction plans. The Focus Group is anticipated to meet three times over the next few months on February 25th, March 25th, and April 29th. Additionally, the City Council will receive a status update that is tentatively scheduled for April 2, 2013 City Council meeting.
December 18, 2012, City Council Meeting - Professional Service Agreement
On December 18, 2012, the City Council will consider executing a professional service agreement with Melendrez for the preparation of project plans, specifications, and cost estimates associated with the LWCF grant awarded to the City for the Abalone Cove Shoreline Park Improvement Project.

Land & Water Conservation Fund Grant
The Land and Water Conservation Fund program provides matching grants for acquisition or development of lands and facilities that provide or support public outdoor recreation. On November 1, 2010, pursuant to Council authorization at its October 19, 2010 meeting, the City filed a Land and Water Conservation Fund (LWCF) grant application with the California State Parks and Recreation Department for improvements at Abalone Cove Shoreline Park. The total cost for the Project is estimated at $665,176 by Staff.
On December 7, 2011, State Parks notified the City that it is the recipient of the LWCF grant, in the amount of $332,588, for the Abalone Cove Park Improvement Project. Since the LWCF grant is a reimbursement program and has a match requirement of 50%, the Council is being asked at its February 21, 2012 meeting to fund the match for a project cost of $665,176. The grant award will reimburse the City for 50% of the project cost.
Background Information
Abalone Cove is located between Palos Verdes Drive South and the coastline and is approximately 80 acres in area of which approximately 3.69 acres is referred to as Abalone Cove Shoreline Park and the remaining acreage is referred to as Abalone Cove Reserve (a sub-area of the Palos Verdes Nature Preserve).A portion of area, near the shore, is designated by the State as an official Ecological Reserve, which establishes permitted activities (the taking of protected animals and marine life is prohibited).The park area currently includes a gated unimproved parking lot, public restrooms, picnic areas, bench seating, and a network of trails that crisscross the property and in some cases lead to the beach.Abalone Cove Shoreline Park features two beaches (Abalone Cove and Sacred Cove) and tidepools.
