NOTICE OF RECRUITMENTS FOR PLANNING COMMISSION VACANCIES AND VARIOUS COMMITTEE VACANCIES 

NOTICE IS HEREBY GIVEN that the City is currently conducting a recruitment to fill a number of vacancies on the various committees and one commission. These are volunteer, non-paying positions (except for a monthly stipend of $135.00 for the Planning Commission), with terms of office ending in June 2028.

Planning Commission

The seven-member Planning Commission makes decisions on specific private land use planning applications such as subdivision maps, variances, and conditional use permits; reviews environmental assessments, such as Environmental Impact Reports and Negative Declarations; makes decisions on development projects, zoning changes, grading and neighborhood compatibility applications, view restoration permits, utility projects and right-of-way encroachments in the City; considers appeals of staff decisions on land use planning applications, and considers wireless telecommunication permit applications in the public right-of-way. Consideration of some applications may require in-person site visits to project sites. The Planning Commission holds in person evening meetings at 7:00 p.m. on the 2nd and 4th Tuesday of each month, unless a special meeting is scheduled. The meetings are held at Hesse Park, 29301 Hawthorne Boulevard (McTaggart Hall), Rancho Palos Verdes. The City is recruiting for four vacancies with a term of office ending in June 2028.

Finance Advisory Committee

The seven-member Finance Advisory Committee provides citizen input to the City Council regarding financial matters of the City of Rancho Palos Verdes. The Committee reviews short and long-term financial information of the City and other financial issues as assigned by the City Council. The Committee may advise the City Council on matters such as the City’s financial condition and recommend specific areas for review to the City Council. The work plan for the Finance Advisory Committee for 2023-24 includes review of the City’s annual budget assumptions, long-term financial model, investment policy, pension liability, and a review of financing options for large capital projects such as the Civic Center Master Plan Project. Upon completing review assignments, the Committee may provide its comments and recommendations to the City Council. The Committee will also receive a presentation of the City’s Annual Comprehensive Financial Report (ACFR) prepared annually, including the annual independent audit report. The Committee meets on an as-needed basis (approximately 11 meetings in prior years), as determined by the annual work plan. The City is recruiting for four vacancies with terms of office ending in June 2028.

Traffic Safety Committee

The five-member Traffic Safety Committee serves as a public forum for traffic related issues such as placement of traffic control devices, consideration of traffic calming solutions, and other traffic measures. The Committee also provides comments and recommendations to the City Council regarding permit parking. The Traffic Safety Committee generally meets on the 4th Monday, every other month at 6:00 p.m. in the Community Room at City Hall and in a hybrid format. The City is recruiting for three vacancies with terms of office ending in June 2028.

Emergency Preparedness Committee

The Emergency Preparedness Committee (EPC) is charged with making recommendations to the City Council on matters pertaining to emergency preparedness to help ensure that the City of Rancho Palos Verdes develops and maintains a high state of readiness to respond to a wide variety of emergencies and disasters. Committee members advise the City Council on ways to develop and improve programs to communicate with and educate residents about the importance of emergency preparedness. Committee members are called upon to participate in community outreach events to encourage residents to become prepared and to participate in local volunteer disaster response organizations. Committee members are also encouraged to become trained and registered as Disaster Service Workers, and/or receive other disaster-related training and certifications. The Committee generally meets on a monthly basis, typically the 3rd Thursday of the month, at 6:00 P.M. in the Community Room at City Hall, with authorization for staff to cancel unnecessary monthly meetings after conferring with the Chair. The City is recruiting for two vacancies with terms of office ending in June 2028.

Infrastructure Management Advisory Committee

The Infrastructure Management Advisory Committee (IMAC) focuses on the City’s infrastructure needs, advises the City Council on the Capital Improvement Program, and provides input on individual capital improvement projects. The topics the IMAC explores include the following: public buildings; park sites; trails; the stormwater system; the sanitary sewer system, including the Abalone Cove Sewer District; street rights-of-way; and the Landslide Complex. The IMAC generally meets on a monthly basis, typically on the 3rd Monday of every month. The City is recruiting for three vacancies with terms of office ending in June 2028.

Civic Center Advisory Committee

The potential scope and community importance of the Civic Center Master Plan merited the formation of a citizen’s advisory committee. The guidance, advice, and expertise of a cross-section of informed and motivated residents is of great value as this process moves forward. Advisory committee members play a vital role in the remainder of the public outreach process, layout/boundary concerns, conceptual design, and other issues. The Committee meets on a monthly basis, typically the 4th Thursday of the month, at 6:00 P.M. in the Community Room at City Hall, with authorization for Staff to cancel unnecessary monthly meetings after conferring with the Chair. The meetings are typically held in the Community room at City Hall, 30940 Hawthorne Boulevard, Rancho Palos Verdes. The City is recruiting for four vacancies with terms of office ending in June 2028.

Those interested in applying must submit an application to the City Clerk’s Office by 4:30 p.m. on Friday, May 10, 2024. The ideal applicant would have a general understanding of the City and/or of the committee/commission’s functions. An applicant must also be a resident of the City of Rancho Palos Verdes. Interviews with the City Council are tentatively scheduled to take place on May 21, June 4 and June 18, at 6 p.m. at Fred Hesse Community Park, McTaggart Hall. The City Clerk’s Office will confirm the date and time of the interviews with the applicants. The dates are subject to change based on the number of applicants.

Please note that applications will be retained for one year for future consideration for unexpected vacancies.
