Revised 6th Cycle Housing Element City Council Discussion March 18
On March 18, 2025, the City Council will receive an update on potentially revising the City’s 6th Cycle Housing Element, a document that identifies ways RPV can meet its state-required target of zoning for 647 new housing units in various income levels through 2029.
As a reminder, the City completed its 6th Cycle Housing Element update in spring 2024. Based on public feedback, in September 2024, the Council directed City staff to explore removing several sites from the inventory of properties in the Housing Element that are identified as available and suitable for residential development. Since that time, the California Department of Housing and Community Development (HCD) — the agency that determines whether cities’ housing elements are compliant with state law — has notified the City that the Housing Element will remain in compliance once amendments removing these sites have been adopted, submitted and reviewed by HCD.
On Tuesday, the Councill will review HCD’s response and then consider initiating the steps necessary to formally remove the sites from the Housing Element.
