City Council Meeting HighlightsHighlights from the September 2, 2025 City Council meeting: - City staff gave a report on a state pilot program that lets eligible participating cities install automated speed safety cameras in their jurisdictions.
- The Council did not decide whether to pursue joining the program at this time, as RPV is likely ineligible.
- However, the City will begin collecting data from speed feedback signs to use for enforcement operations with the Lomita Sheriff’s Station.
- The Council voted to begin the process of amending the Municipal Code to exempt equestrian districts from SB 9 housing development mandates.
- Passed in 2021, SB 9 requires cities to allow homeowners to split their single-family lot in two and build up to two new housing units on each lot with streamlined “ministerial” approval.
- Because subsequent state law created an exemption for horse-keeping zones, the City is updating its Municipal Code accordingly — a process that will next involve a public hearing at the Planning Commission.
- RPV’s Equestrian Overlay District covers four areas, including Rolling Ridge Road/Via Campesina, a portion of Crestridge Road, the Portuguese Bend Community Association, and the northern portion of Palos Verdes Drive East between approximately Miraleste Intermediate School and the boundary with Rolling Hills Estates.
- Finally, the Council approved plans for winter holiday festivities at the Ken Dyda Civic Center. While this year’s offerings will not include a skating rink, the City will host tree and menorah lighting ceremonies and a series of exciting winter and holiday themed events throughout the month of December.
