City Council Meeting Highlights

Highlights from the November 18, 2025 City Council meeting:

• To align with updated state law, the Council introduced an ordinance exempting equestrian districts from SB 9, which requires cities to allow homeowners to split their single-family lot in two and build up to two new housing units on each lot with streamlined “ministerial” approval.
• RPV’s Equestrian Overlay District covers four areas, including Rolling Ridge Road/Via Campesina, a portion of Crestridge Road, the Portuguese Bend Community Association, and the northern portion of Palos Verdes Drive East between approximately Miraleste Intermediate School and the boundary with Rolling Hills Estates.
• The Council introduced an ordinance updating the City’s General Plan to reflect the recently implemented development regulations for the landslide area, where new residential construction is prohibited. Updating the General Plan ensures cross-references are aligned with the new provisions. 
• Finally, City staff gave an update on wildfire mitigation and readiness projects in the City.
• This includes a routine update of the City’s Emergency Operations Plan, a document used to ensure City facilities and staff are ready to respond to any size and type of wildfire. 
• Staff recently trained on such a scenario with an all-day functional exercise simulating a major wildfire.
• Other efforts include implementing a fire weather protocol to provide guidance on actions the City will take during Red Flag Warning days, coordinating with neighboring cities and public safety agencies, participating in community outreach events, and making grant funding requests to strengthen wildfire mitigation and readiness.
