Final Draft Housing Element
The City of Rancho Palos Verdes Draft Housing Element was released on August 5, 2022.
All California cities are required to adopt a comprehensive General Plan to guide land-use planning decisions. The Housing Element is a key component that provides an analysis of a community’s housing needs for all income levels and strategies to respond to provide for those housing needs.
The Rancho Palos Verdes Final Draft Housing Element (PDF) outlines ways that the City can meet its state-required 6th Cycle Regional Housing Needs Assessment allocation of accommodating 647 housing units (including 8 units carried over from the 5th Cycle) in various income levels for the next planning period of 2021-2029.
The Final Draft Housing Element responds to comments by the California Department of Housing and Community Development Department (HCD) on the second draft that was completed in November 2021. Primary revisions are to the site inventory, updates to various sections and programs in response to HCD’s comments, and a few new programs/policies to address infill, transitional, and employee housing. On August 11, 2022, the City Council approved the Final Draft Housing Element and Negative Declaration for forwarding to the California Department of Housing and Community Development (HCD).
On October 14, 2022, HCD informed the City’s Planning Division that although the City’s adopted Housing Element addressed many of the statutory requirements, which HCD requested, additional revisions are being requested to ensure compliance with state housing element law. Based on this determination, the Housing Element process for the 6th planning cycle is not yet completed. Staff will be working closely with HCD staff to prepare updates to the document and present the information to the City Council as part of a public hearing in the near future.

Housing Element Update Environmental Review
As part of the ongoing Housing Element Update process, the City of Rancho Palos Verdes has prepared a draft environmental document, which was released in January 2022.
The Initial Study/Negative Declaration (IS/ND) (PDF) evaluated the potential environmental impacts of the Draft Housing Element and determined it will not result in significant impacts. Please note that this study did not analyze the potential impacts of specific development projects as no plans for new development have been submitted and no zoning changes have been made. The Housing Element serves as a framework for the City to determine how to meet its state-mandated Regional Housing Needs Assessment (RHNA) allocation of zoning for 647 new housing units through 2029.
The public comment period for the IS/ND through closed on February 14, 2022.
On August 11, 2022, the City Council approved the Final Draft Housing Element and Negative Declaration for forwarding to the California Department of Housing and Community Development (HCD). Should HCD find that the Housing Element complies with state housing law, HCD will certify the document and notify the City of its findings. Additional updates will be provided as more information becomes available.
Second Draft Housing Element

The Rancho Palos Verdes Second Draft Housing Element (PDF) outlines ways that the City can meet its state-required 6th Cycle Regional Housing Needs Assessment allocation of accommodating 647 housing units (including 8 units carried over from the 5th Cycle) in various income levels for the next planning period of 2021-2029.
This document includes revisions to the Housing Sites Inventory and additional analyses that were not part of the first draft (PDF) that was released in October 2021. The second draft was submitted to the California Department of Housing and Community Development (HCD) on November 19, 2021 for the initial 60-day review and response period. Staff received a response from HCD in January 2022.
As part of the draft Housing Element update, the City has attached a report by Piasky Solutions which analyzed potential redevelopment sites. The feasibility analysis can be found at the end of the the second draft, and an addendum to further analyze additional parcels will be incorporated along with the third draft.
