To limit public contact and help prevent the spread of COVID-19, City Hall is temporarily closed to the public, but services are available by telephone, email, online and limited curbside service. Some employees are working on rotation and may be working remotely. Please note that our response to your inquiry could be delayed. Temporary Special Use Permit for RPV Businesses
The Community Development Department has developed a Temporary Special Use Permit (TSUP) to assist Rancho Palos Verdes businesses with the opportunity to provide limited outdoor operations during the COVID-19 pandemic. A TSUP will allow for outdoor operations on sidewalks and parking lots for:
- Restaurants
- Fitness centers
- Hair salons and barbershops
- Personal care services, such as nail salons, massage, and tattoo parlors
A TSUP will be processed administratively without a filing fee, public notification, or appeal process that is typically required for a standard Special Use Permit. Virtual Planning Counter Hours
Representatives from the Planning Division are also available to provide virtual assistance and answer project-level questions.
Virtual Planning Counter Hours are available Monday-Thursday, 7:30 a.m. to 5:30 p.m. and Friday 7:30 a.m. to 4:30 p.m. (closed noon to 1:00).

Drop-Off & Pick-Up Services
Plans and application materials may be dropped off or picked via a designated location outside of the Community Development Department.
It is recommended that such services be coordinated with your Project Planner or designated staff member.
Responsibilities
The purpose of the Community Development Department is to ensure the orderly physical development of the community by upholding the goals and policies of the city’s General Plan through the issuance of land use entitlements and permits for improvements and development of private property.
